The OWCAP MISSION is to diminish the effects of poverty in Weber County through education, individualized support, advocacy, and collaboration. The OWCAP VISION is to create relationships and coordinate services to support individuals and families in pursuing their dreams. OWCAP VALUES relationships, quality, diversity, education, and professionalism.
The staff at OWCAP help to empower and strengthen individuals and families, and build communities through self-sufficiency and education programs. Individualized support starts with solving immediate challenges and continues with programs that provide ongoing support and empowerment. Anti-poverty programs delivered by OWCAP include Head Start and Early Head Start; emergency food assistance; free tax preparation through Earn it. Keep it. Save it.; adult high school completion; English as a Second Language courses; in-home family literacy support; healthy relationship classes; and CIRCLES, a program that inspires and equips individuals and families to permanently move out of poverty and thrive.
