As part of the world's largest humanitarian network, the American Red Cross maintains a pool of trained disaster responders in the areas of relief supplies, cash and vouchers assistance, IT & Telecommunications, Information Management, Mapping/GIS, Operations Management and interagency coordination. The International Disaster Response Roster consists of experts in these areas, ready to deploy to an international disaster response operation on short notice.
The American Red Cross' role in international crises is different from its role in domestic disasters. Our support is triggered by a request from the local Red Cross or Red Crescent team in the country affected and coordinated through the International Federation of Red Cross and Red Crescent Societies (IFRC). Since the local Red Cross and Red Crescent organizations have their own staff and volunteers who are trained to respond to large-scale disaster operations, we only send designated types of qualified specialists abroad upon the request of the affected Red Cross or Red Crescent team.

We are seeking to fill role profiles requiring programmatic technical support skill sets in the areas on information management, geographic information systems, planning and assessments, monitoring and evaluation, reporting, systems engineering, and community engagement.
This opportunity encompasses a broad skillset and can support an operation in a variety of ways based on skills and experiences. We will evaluate skill sets and identify any/all appropriate role profiles. Specific role profiles may have additional requirements that will be discussed during the interview stage.
- Assess information landscape and information gaps and recommend adapted assessment approaches to operations and program leads
- Support, advise or lead (when assigned) the assessment design, analysis and reporting based on the analysis framework and plan
- Coordinate, support or advise on primary and secondary data collection, management, storage and archiving.
- Process, reconcile and compare all secondary and primary data.
- Select and implement structured analytical techniques to improve the quality, credibility and rigor of the analysis.
- Design clearly and graphically key messages and analytical outputs/products throughout program phases.
- Inform technology improvements to improve data collection and management.
- Provide technical assistance and support to set up and implement a planning process to develop quality plans for the operation.
- Inform system design or provide technical support to system develop to improve the technological landscape of the operation for programs
- Act as the technical focal point for remote and in country technical support and coordination, when requested by the operational requirements.
- Supports and ensures use across operations teams of the most relevant social sciences research, impact surveys and perception data (including social-cultural data, sources of vulnerabilities, community structures and power dynamics) to support the design of comprehensive and evidence-based community engagement strategies.
- Set up monitoring and evaluation systems based on adapted indicators for the operation.
- Supports set up and monitoring of community engagement tools and increases access to information.
- Oversee timely development and usability of Emergency Needs Assessment (ENA) outputs for planning purposes, in liaison with Planning, Monitoring, Evaluation, and Reporting (PMER) team.
- Ensure lessons learnt are captured and fed into country and global level guidance or assessment preparedness activities.
At a minimum, international disaster response roster members are required to meet the following:
- A minimum of 3 years’ field experience in the international development/aid field, or at least three national or international-level disaster response deployments.
- Significant technical expertise and demonstrated experience in at least one of the American Red Cross's priority response domains; for Information Management, experience in at least two of the following:
- GIS (ArcGIS or QGIS)
- Web visualization (Klipfolio, Power Bi, or other tools)
- Graphic design (Adobe illustrator or other graphics software)
- Quantitative Data Analysis (excel, R, SPSS, etc)
- Qualitative Data Analysis
- Data storage and management
- Mobile data collection and survey design (ODK, Kobo Toolbox, Survey 123)
- Systems engineering (ORM, SQL, stakeholder mapping, data types)
- Project management cycle
- Monitoring and Evaluating Systems
- Fluency in written & spoken English is required; fluency (ability to fully function in a business environment) in another foreign language (especially Spanish or French) a strong plus.
- Motivation and strong commitment to the Red Cross Red Crescent’s Fundamental Principles.
- Diplomacy, teamwork and problem-solving skills, cultural sensitivity, tolerance, flexibility, and the ability to function effectively in a demanding and often rugged environment.
- Ability to work effectively in high stress, insecure and volatile environments for extended periods.
- Ability to live in basic and sometimes harsh living conditions (i.e. - no access to temperature control/electricity; sleeping in a tent/cot/shared residence; working long hours in the sun; limited access to specific diet/food, limited or medical care, limited access to communications with family back home, etc.).
- Fully vaccinated for COVID-19 and submission of vaccine status and supporting documentation in Volunteer Connection.
- Willingness to carry vaccination card to work assignments.
