The North Dakota Wing is looking for a dedicated individual to serve as Safety Officer.

Roles and Responsibilities

The Safety Officer assists and advises the wing commander in administering CAP’s Safety Management System per CAP directives and non-directive guidance.

In this role, they:

  • Work directly with the commander as a critical member of the commander’s special staff and serves as the commander’s expert on Safety Risk Management (SRM) and the CAP SMS.
  • Ensure proper application of SRM throughout all CAP activities and missions by monitoring and assisting subordinate units in administration and compliance with CAP SMS requirements and guidance.
  • Direct and perform safety inspections and surveys of operational areas for hazards.
  • Wing Safety Officers, direct reviews of safety-related reports and ensure report narratives are factual, reviews are comprehensive, and corrective actions are relevant to contributing factors.
  • Plan operational risk safety briefings to make personnel aware of hazards for various activities and provide safety education that teaches the requirement for safe practices on multiple topics.
  • Review and analyze safety reports for trends and other prevention information.
  • Provide and publicize safety awareness information through various means, but not limited to newspapers, posters, etc., and familiarize CAP members with online safety education programs in CAP’s Safety Management System (SMS).

Required Training and Experience

Wing staff must:

  • Have completed Level 1 Education and Training, minimum (Level 3, preferably)
  • Be actively pursuing higher Education and Training

Wing Safety Officers must:

  • Have graduated or must attend and graduate from National Safety Officer College (NSOC) within one year of appointment
  • Be enrolled in the specialty track and hold, preferably, a minimum of "technician" rating
  • Be a current or previously qualified CAP pilot or have experience as general aviation (GA) pilot outside of CAP

Required Knowledge and Skills

All wing staff members must be familiar with or willing to familiarize themselves and utilize the wing Microsoft (MS) Office 365 (O365) suite of tools to conduct daily wing business (e.g., MS Teams, MS Outlook, MS Word, MS Excel, MS PowerPoint web and client software; in addition to MS SharePoint, etc.). Additionally, wing staff will be assigned an O365 (@ndwg.cap.gov) email address and must utilize the set email to conduct official NDWG business through email and MS Teams.

The wing safety officer should be familiar with CAP directives in the 160 series and any other guidance that contains safety-related information.

Established in 1941, Civil Air Patrol is the official auxiliary of the U.S. Air Force and as such is a member of its Total Force. In its auxiliary role, CAP operates a fleet of 555 single-engine aircraft and 2,250 small Unmanned Aircraft Systems (sUAS) and performs about 90% of all search and rescue operations within the contiguous United States as tasked by the Air Force Rescue Coordination Center. Often using innovative cellphone forensics and radar analysis software, CAP was credited by the AFRCC with saving 108 lives last year. CAP’s 56,000 members also perform homeland security, disaster relief and drug interdiction missions at the request of federal, state and local agencies. As a nonprofit organization, CAP plays a leading role in aerospace education using national academic standards-based STEM (science, technology, engineering and math) education resources. Members also serve as mentors to over 23,000 young people participating in CAP’s Cadet Programs.
