The Volunteer Chief Technology Officer's (CTO) primary responsibility is to manage IT activities, including systems analysis, programming, computer systems, networks, and all other technology-related operating systems. The CTO provides leadership for the Women of Color On the Move technology systems by working with the Board of Directors, determine and implement long-range technology goals, strategies, plans and policies and by directly supervising staff members that are assigned to the IT Division. The CTO provides oversight for the day to day technology operations through the CTO's direct reports, vendors and other parties as required, and by exercising the authority granted by the Board and the CEO.

Essential Duties and Responsibilities

Provide leadership and management in keeping with the strategic objectives of the company, including its Mission, Vision and Core Values, and ensure that the Mission, Vision and Core Values of the company are emphasized with employees and customers, and balance the interests of the Board of Director, members of Women of Color On the Move, Employees and the Communities.

Establish, develop and maintain an integrated, annual IT business management plan to meet the Women of Color On The Move strategic goals and to manage financial aspects of the IT department, including purchasing, budgeting, and managing expenses within the IT Division's annual expense budget. Lead the IT division's operational and strategic planning, including fostering innovation, planning projects and organizing and negotiating the allocation of resources.

Manage the systems reliability and daily management through deployment, monitoring, maintenance, development, upgrade and support of all IT systems, including telecommunications, servers, PCs, hardware, software, peripherals and office automation equipment, including business case justifications and cost/benefit analyses for IT spending and initiatives.

Collaborate with the social media technology including infrastructure, data systems, procedures and personnel to accommodate operational and growth objectives of the company, keep its records and data secure and fulfill the need for an adequate Business Resumption and Disaster Recovery Plan. This includes working closely with decision makers in other departments to identify, recommend, develop, implement and support cost-effective technology solutions for all aspects of the bank.

Develop and implement all IT policies and procedures, including those for architecture, security, disaster recovery, standards, purchasing and service provision.

Manage the Women of Color On The Move IT vendors; negotiate and administer vendor, outsourcer and consultant contracts and service agreements; and maintain a compliant vendor management program. Implement and maintain Change Management policies and procedures to ensure systems, database and software integrity.

Satisfactory, or higher, ratings in all examinations and audits, and so that exceptions, if any, from the examinations and audits are cleared in a timely fashion and are not repeated in the future.

Provide leadership and management to IT employees to ensure satisfactory performance, goal achievement, adequate training, promotional and development opportunities and fair compensation in accordance with Women of Color On The Move policies.

Keep current with latest technologies and update job knowledge by remaining aware of new regulations; participating in educational opportunities; reading professional publications; maintaining personal networks and participating in professional organizations.

Requirements

  • Bachelor's degree in computer sciences, and at least 2 years’ equivalent experience.
  • Thorough knowledge of Women of Color On the Move policies, regulatory requirements and data security requirements.
  • Strong technical knowledge of telecommunications, network and PC operating systems.
  • Strong technical knowledge of current network hardware, protocols and standards.
  • Extensive application support experience.
  • Proven experience in IT infrastructure planning and development, vendor management and negotiations.
  • Strong understanding of project management principles.
  • Effective oral and written communication skills.
  • Proven management and analytical skills.
  • Effective Cross-functional management of web developers, front and back end programmers and designs
  • Marketing communication with clients, web content providers, web content strategists and editors.
  • Able to develop, manage and publish a wide range of short-term and long-term web initiatives.
