Mission Statement
The National Indian Council on Aging, Inc., (NICOA), was formed in 1976 to identify issues affecting Indian and Alaskan Native Elders. The primary purpose is to advocate for improvement and comprehensive services for American Indian elderly throughout the United States.
The reauthorization of the Older Americans Act was signed by the President on October 17, 2006.
As part of its advocacy efforts, NICOA has administered the Senior Community Service Employment Program (SCSEP), since July 1989. SCSEP is a training program, subsidized by the Dept. of Labor as authorized under Title V of the Older Americans Act. It is designed to assist eligible elders' transition into competitive employment once they have completed their training program.

To provide meaningful part-time work experience in community services
To provide opportunities to transition to unsubsidized jobs in private undustry or public sector
Unsubsidized employment
Provide an opportunity for employers and the elder community to meet, where otherwise the "door" would not be open for them to enter. A chance to prove that they still have plenty to offer an employer.
