The City of Roanoke 's Municipal Volunteer Program (MVP) is committed to providing the very best services possible. To realize this goal and enhance City services, the City shall make every effort to enlist the cooperation of all available resources. The City is dedicated to increasing cooperative efforts between local government and private citizens for the benefit of the community. The Municipal Volunteer Program (MVP) recognizes the importance and necessity of volunteers as an ingredient in the development and delivery of services. The Municipal Volunteer Program (MVP) shall maintain a responsible program of citizen involvement because:

1. It is necessary to involve the community in the enhancement and development of services as well as problems we are trying to alleviate or solve. The Municipal Volunteer Program will allow us to utilize the talents, skills, and knowledge of volunteers to supplement the efforts of City staff.

1. Efforts to engage the community in local government will help to educate the public and bring about understanding of municipal problems,and issues faced by local government.

1. Statistics illustrate that volunteers can significantly enhance, expand, and upgrade services. With appropriate recruitment, screening, training, and supervision, volunteers can perform almost any task effectively and responsibly.
