Mission Statement

To act as a coordinating agency and forum for Head Start Delegate Agencies and other related agencies and to investigate and report their conditions, exchange ideas and concepts and concern itself generally with the welfare of Head Start Delegate Agencies, and in connection therewith, to assist and guide them to more efficiently carry on with their work and to represent the interests of Head Start Delegate Agencies in matters concerning their relationship with the Department of Health and Human Services and the Agency for Child Development.

Description

Established in 1981, the Head Start Sponsoring Board Council of the City of New York ("HSSBC," or the "Council") is the middle source between the City of New York's receivers of federal Head Start dollars and approximately 50 delegate agencies and 7 Direct Grantees which operate over 200 Head Start programs throughout the five boroughs. Any agency receiving Head Start funds from the New York City Administration for Children's Services are automatically members of HSSBC. The Council is a membership organization with 2,000 unionized and 450 management (non-unionized) employees.
