ABOUT THE ORGANIZATION: Founded in 2005, Housing Options & Planning Enterprises, Inc. (H.O.P.E.) is a non-profit organization providing the community with comprehensive housing counseling and financial literacy, helping individuals and households acquire the housing that meets their needs. Our services foster self-sufficiency, sustainable housing, and economic development. Job Description Summary: The Community Navigator position is a crucial addition to H.O.P.E.s housing counseling programs they will help to connect the historically underserved or left behind population to access other services in conjunction with wrap-around and housing services to increase their quality of life. It will connect the gap between underserved and vulnerable populations to ensure that Prince Georgians start to recover from the pandemic. The Community Navigator will be a hub to clients and the community at large alike. This position will include the following but not be limited to the duties listed below: Job Duties/Tasks: Develop a written client listing of Community Referrals & Resources (food banks, childcare, direct client financial assistance for homeowners and renters, referrals to shelters, landlords, properties, etc.) Receive and acknowledge referrals from internal/external housing counselors, partners, and clients. Conduct and document day-to-day outreach to community resources. Assess client needs using a variety of assessment tools. Develop written personalized activities for each client to obtain their housing goals. Assist clients with completing and submitting applications for financial services as well as reviewing for completeness of the application. Refer clients to educational, community, and cultural activities offered within Prince George’s County. Conduct follow-ups via phone and/or email to determine whether the client has connected to resources as part of their personalized plan. Perform ongoing case management to provide service and problem-solving Represent and market agency at events, seminars, networks functions and be able to make presentations as (May require after business hours attendance to include evenings and weekends) Prepare and submit timely and accurate information as necessary to meet agency reporting Be familiar with and maintain compliance with the program funder’s guidelines. Record and update client logs/notes after client meetings in the Client Management System and maintain accurate client records. Maintain client confidentiality Participate in weekly staff meetings and training as well as coordinate efforts to work cooperatively with other counseling staff. Other duties as duties as needed Preferred Qualifications: Associate Degree in Human Services or related field (life and employment experience will also be considered in lieu of education) Two to three years of experience in Social Services. Knowledge of local community resources and partners. Professional, highly organized, motivated to learn, with strong communication and listening skills. Strong time-management skills. Primary Tasks Will be responsible for advising clients on preventive foreclosure and pre-purchase housing issues over the phone or via the internet. Will also gather facts regarding client's financial position, analyze total client needs and make recommendations to assist clients in meeting their financial goals. Basic Job Function The Housing Counselor is responsible for providing professional counseling in the area of Pre-purchase and Foreclosure Prevention. Following the HUD guidelines to provide education information and guidance in order for clients to make an informed selection of the options available to them is essential to this position. Interacts with lenders/servicers, advocates for clients in an effort to obtain the best mortgage products available for home buyers and preserve homeownership for existing homeowners at risk of foreclosure. Responsibilities Foreclosure Prevention Assume and manage a caseload of clients whose situations require intervention or negotiation with a mortgage lender. In such cases, negotiate appropriately with lender for loss mitigation, work options and short sale, etc. Will continue to work with client as needed until case is resolved in the best possible way for the client. Will keep case open until client has reached a workout with the lender and beyond, providing consistent quarterly follow up with client to make sure client is still on track. Maintain required job skills and core competencies. Attend and participate in required educational programs and staff meetings. Pre-purchase and Financial Capabilities Provide client with information on all aspects of the home buying process and requirements. Run credit reports and review report with client. If credit repair is needed will advise client of such and arrange for the client to come in for that service on a later date. If credit does not need repair makes sure client moves on to the next step of the home buying process. Prepares a thorough current budget, provides a pre-qualification for a loan amount based on the clients monthly gross income, and works on a futuristic budget with the client using the mortgage payment client qualifies as well as other expenses that the client will have once he/she is a homeowner. Work with client throughout the buying process to address any problems or answer any questions that may arise during this time. Available to client until purchase is complete and post purchase for a minimum of one year.

The Deputy Director works closely with the Chief Executive Officer (CEO) to implement priorities and direction set by the Board of Directors. The Deputy Director works closely with management and staff to set clear performance goals, monitor progress, resolve problems, facilitate interdepartmental coordination, communicate with key stakeholders, ensure continuous improvement, and plan for the future. ESSENTIAL DUTIES AND RESPONSIBILITIES: Act as the primary back-up for the CEO in his/her absence and provides general staff supervision and organization management. Human Resource duties include; manage payroll, benefits for all employees and volunteers. Represent H.O.P.E. at public functions and coalition events; ensure the integrity and best interests of H.O.P.E. at all times. Ensure compliance with all program requirements including Federal, State and County programs as well as foundation grants. Work to secure financial support for H.O.P.E.; write grants, run pay-for-service programs, organize fundraisers and donor appeal letters. Communicate organization goals and operational plans to all levels of the organization and to donors. Assist the CEO with strategic planning and coordination of the organization's programs, projects, and policy positions. Pursue development opportunities by identifying properties, creating financial pro-formas, presenting opportunities to Board, and performing other due diligence. Work closely with CEO to prepare the annual budget, manage organizational cash flow and budget updates, manage outstanding H.O.P.E. obligations and present clear information to the Board, the finance committee and H.O.P.E.'s key stakeholders on the financial position of the organization. Ensure that H.O.P.E. is in a financial position to deliver on its programmatic priorities. Ensure H.O.P.E.'s Training departments provide high value, culturally competent training products and services; workforce development, entrepreneurship, homebuyers and financial capability clients. Oversight of the CDFI program by working closely with Director of Lending to ensure H.O.P.E. provides innovative, value added services. Oversight of Real Estate-Property/Asset Management; Working closely with CEO to ensure that H.O.P.E.'s properties remain financially viable and deliver value added services to tenants. Ensure department hits earned income goals. Facilitate coordination with other departments. Other duties and special projects as assigned. QUALIFICATIONS, KNOWLEDGE & SKILL REQUIRED: College Degree plus experience in nonprofit management Prior experience in the nonprofit housing and community development sector is strongly preferred Passion for H.O.P.E. Services’ Mission Fluency in Spanish is strongly preferred Ability to work with a wide diversity of clients and partners Excellent written and oral communication skills Strong attention to detail and advanced problem-solving skills Self-starter and deadline-driven Professional, well organized and able to handle a variety of duties simultaneously Positive attitude and excellent customer service skills Proficiency in the Microsoft Office Suite
