Mission Statement

The Statewide Health Insurance Benefits Advisors (SHIBA) HelpLine provides free, unbiased information about health care coverage and access to help improve the lives of all Washington state residents. We cultivate community commitment through partnership, service and volunteering.

Description

The SHIBA HelpLine, a service of the State Office of the Insurance Commissioner, is the leading program of its kind in the U.S. It serves about 150,000 Washington state consumers a year, saving you nearly $1 million a year.

In King County, the SHIBA HelpLine is sponsored by Senior Services, in partnership with Chinese Information and Service Center. Established in 1967, Senior Services assists and empowers more than 50,000 seniors and their families each year through an integrated system of quality programs and services. Our mission: to promote the emotional, social, and physical well-being of older adults.

SHIBA HelpLine volunteers are experts in Medicare, children's programs, employment-related health benefits, managed care, fraud and abuse questions, long-term care options, and more.

All volunteers are trained and closely supervised by the Insurance Commissioner's staff. Volunteers are impartial and objective, and are not affiliated with any insurance company or product. There are about 250 volunteers statewide, representing nearly every county in the state. They can help by phone, in person, and through group presentations.
