The functional areas of the Division include: Employee Relations, Workersâ Compensation, and Workforce Development Taskforce. The Health Service System, pursuant to the 2004 votersâ mandate will become an independent department.

Disaster Service Worker Function of DHR

City and County of San Francisco (CCSF) employees are designated by both State and City law as "Disaster Service Workers." In the event of a declaration of emergency, any employee of the CCSF may be called upon and assigned to perform activities which promote the protection of public health and safety or the preservation of lives and property. The Department of Human Resources is charged with the management and assignments of all City and County of San Francisco Disaster Service Workers as well as spontaneous and mutual aid volunteers.
