Mission Statement

The Juvenile Welfare Board (JWB) is Pinellas County's safety net for children and families. Our goal is simple: To remove any barriers preventing our community's children from reaching their fullest potential.


We are looking for volunteers to help working families and individuals in their own community to file income taxes, claim credits, and build their assets.

In the 1970's I volunteered with a musical group performing for children and teens in JV facilities (as well as some prisons including Florida State Prison). This was primarily in South Carolina but also at the 49th Street facility in Clearwater. After a divorce in 1981, I needed counseling myself. My ex-wife and three children were in South Carolina with the new husband. I was in St. Pete with no money, living with my Mom. I was able to see Pat Shiflet at the Juvenile Welfare Board on 49th Street. I was only able to do so because of the sliding scale method of payment they have. Pat Shiflet and the Juvenile Welfare Board helped me with counseling when I needed it the most.
