To provide prevention services to culturally diverse youth populations regarding substance abuse prevention efforts aimed towards drug control. Specifically; to reduce the use of alcohol, tobacco, and marijuana among youth ages 12-17, to develop coalition capacity and effectiveness for community social norm change, and to provide community input in the development of a comprehensive state prevntion system.
