CLIA works to equip young people with the knowledge, skills, and access needed to voice a youth perspective on vital community issues directly impacting their lives, while providing an opportunity to act upon those concerns and to achieve real change through their efforts. Young people trained through the CLIA model of "solution-based advocacy," research their own issues and work with trained adults to advocate for appropriate solutions. Over the past decade, CLIA has served hundreds of youth in schools, communities and even jails and juvenile detention centers and has been responsible for innovations such as Baltimore Freedom Academy, Law & Leadership Academies, Youth Action Workshops and the Baltimore Youth Congress.
