Mission Statement
Consumer Advocates for RCFE Reform (CARR) provides free access to regulatory compliance, and other information about RCFEs located in San Diego and Imperial counties by publishing public documents, lawfully obtained through the California Public Records Act from Community Care Licensing and other agencies, about each RCFE in these regions.
CARR also advocates for meaningful reform to RCFE regulations in California to ensure consistency in the delivery of quality care to residents, and consistency in the state's rigorous enforcement of the regulations.
Description
CARR has two objectives: Serve the consumer of the long-term care option of assisted living and advocate for evidence-based regulatory reform of Title 22 and CCLD enforcement mandates.
CARR serves the consumer of assisted living services by providing public documents on over 705 RCFEs (assisted living facilities) located in San Diego & Imperial counties - the public documents allow a consumer to review objective information about the regulatory compliance history of a specific facility; shorten the learning curve for families by providing information on single topics related to assisted living, the assisted living industry; the site has an extensive Frequently Asked Questions (FAQ) and a Links Library offering links to resources for families and residents in assisted living facilities.
CARR advocates for regulatory reform of Title 22 and CCLD's enforcement mandates by positing is Policy and Advocacy Platform on its website, blogging about topics of interest to consumers which expose the deficiencies and gaps in regulatory enforcement, and proposing specific legislative reform proposals to state legislators.
