Mission Statement

Mission:It is the mission of the Mental Health Mental Retardation Authority of Harris County, within the resources available, to provide or ensure the provision of services and supports that are as high quality, efficient, and cost effective as possible such that persons with mental disabilities may live with dignity as fully functioning, participating and continuing members of our community, regardless of their ability to pay or third party coverage.


Major Programs/Services: MHMRA is one of the largest mental health centers in the United States, serving more than 40,000 persons in the Harris County metropolitan area who suffer from mental illness and mental retardation at thirty-two service sites throughout Harris County. MHMRA serves the "priority population" - adults who are diagnosed with severe and persistent mental illness, children with serious emotional disturbances, and people with moderate to severe mental retardation. The Commissioner’s Court of Harris County created the Harris County Mental Health and Mental Retardation Center (MHMRC) on November 19, 1965. In February 1973, the Commissioner’s Court changed the name of the agency to the Mental Health Mental Retardation Authority of Harris County. MHMRA is a full service agency, providing comprehensive individualized services to individuals with mental disabilities and co-occurring chemical dependency issues, as well as their families. An array of crisis services is also available to individuals experiencing mental health crises. MHMRA has three major divisions: Mental Health Services for Adults and Children, Services for individuals with Intellectual and Developmental Disabilities, and Comprehensive Emergency Psychiatric Services. Services provided are case management, crisis counseling, individual, family, and group therapies, occupational and speech therapies, and rehabilitative counseling.
