Would you recommend The Salvation Army - San Jose, CA?

I went with my family to volunteer for Fresh Produce bagger https://volunteer.usawest.org/OpportunityDetail.aspx?ID=1000 I got an acknowledgement email when I registered to volunteer for this event. I called the event co-ordinator multi times on the day of the event with no response. Any ways, we decided to show up at the San Jose location. We meet one of the organizers there around 11.50 am and he asked up to come at 1.00 pm. We presented ourselves at 1.00 pm, waited for 10 minutes or so, before some one from the office came to us and rather rudely said we don't have the papers required to volunteer there and we need a background check. A few issues I think should be addressed: 1) There are no age limits mentioned in the salvation army web page (though I see the age limits mentioned in the volunteer match webpage when I searched later on). 2) The calls to the co-ordinator went unanswered. 3) We spent an hr or so before some one told us we are not eligible to volunteer.
