To preserve, protect, and manage a well-balanced system of urban and non-urban areas of scenic, recreational, and agricultural importance for the use and enjoyment of all people.

The Santa Clara Valley Open Space Authority was created by the State Legislature in response to efforts by citizens and the local governments of Santa Clara County. The purpose of the Authority is the preservation of open space and creation of greenbelts in order to counter the continuing conversion of lands to urban uses, to preserve the quality of life in the County, and to encourage outdoor recreation and continuing agricultural activities.
