The Gay and Lesbian Victory Fund is the only national organization whose central mission is to increase the number of openly gay and lesbian public officials. The Victory Foundation's mission is to facilitate the effective participation of gay, lesbian, bisexual, and transgendered individuals as leaders in public life.

The Victory Fund and Foundation are headquartered in Washington, D.C. and have a Western Region office located in San Francisco. The organizations are made up of about 15 combined staff, several interns, and board members from cities and communities across the country.
