Mission Statement

The mission of the Saginaw County Youth Protection Council is "To demonstrate the value of services in the prevention of juvenile delinquency, emotional disturbance, mental illness, continued family disintegration and other problems increasingly endangering the lives and well being of our children." This mission promotes a "prevention" philosophy and specifically the need to reach out to high risk populations to offer such services. This philosophy of prevention is embedded in programs of the Saginaw County Youth Protection Council: PAYS-substance abuse prevention; Innerlink-delinquency prevention; Teen Parent Services-child abuse/neglect prevention. Further, agency services are designed to empower program participants to have them become active in learning and in using new skills that will promote a better lifestyle for themselves and/or other family members.

Description

Prevention and Youth Services was established in 1970 by the Saginaw County Youth Protection Council, a private, non-profit organization. The program was started to stem the growing problem of substance abuse among youth and has been licensed to provide prevention services since 1974. PAYS provides alcohol, tobacco and other drug prevention services through a multi-faceted approach. PAYS has been the selected Designated Youth Tobacco Use Representative (DYTUR) since 1993. the primary goal of the DYTUR is to assist in reducing access to the dale of tobacco products to minors. In 1992, the Drug Education Center merged into the PAYS division.
