Mission Statement

The mission of the Court Appointed Special Advocate Program (CASA) is to provide independent and quality representation and advocacy for all abused and neglected children who are the subject of Court proceedings. The program provides carefully selected, thoroughly trained, and responsibly supervised volunteers to serve as guardians ad litem who represent the best interests of these children and advocate for a safe, permanent, nurturing home for each child.

Description

CASA servies abused and neglected children whose cases come before the Family Court. A judge must decide what family or other living arrangement is best for the child. CASA volunteers gather information and make recommendation to the judge as to what is in the child's best interest. The CASA volunteer serves as the child's guardian ad litem. Program Coordinators provide training and supervision. Program attorneys provide legal representation for the CASA in court. The CASA Program is administered by the Family Court of the State of Delaware. The Family Court has jurisdiction over virtually all matters impacting children and their families. There is a CASA program office ineach of the court's 3 county locations (New Castle, Kent, and Sussex)
