Our mission is to ensure every individual has the knowledge and support needed to make informed healthcare decisions, protect their benefits, and guard against fraud and abuse.
Description
The Health Insurance Counseling and Advocacy Program (HICAP), administered by Kern County Aging & Adult Services, is the only state-authorized source of unbiased Medicare assistance in the region. Our trained and registered volunteer counselors help older adults and people with disabilities understand their Medicare rights, options, and protections-without selling or promoting any commercial insurance products. We take pride in delivering accurate, up-to-date, and trustworthy information that allows beneficiaries to make confident choices about their healthcare coverage. In addition to personalized counseling, HICAP educates the public on preventing Medicare fraud, maximizing benefits, and advocating for patient rights. Our team includes long-term volunteers from all walks of life-retirees, students, healthcare professionals, conservators, and community advocates-who share a passion for service and lifelong learning. Through rigorous training certified by the California Department of Aging, each counselor is equipped to provide meaningful, high-impact support to those navigating the complex world of Medicare.
