MVCC was formed in 1975 as a council of governments to monitor, regulate, and administer common cable television franchise agreements, manage the operation of the council's cable access television channels, and develop and implement intergovernmental projects designed to strengthen communications between member cities and their citizens.

The Miami Valley Communications Council (MVCC) is a municipal communications and technology organization representing the cities of Centerville, Germantown, Kettering, Miamisburg, Moraine, Oakwood, Springboro and West Carrollton.

As a public access television center in the Dayton, Ohio region, MVCC operates four channels:
EATV21 is a non-commercial channel that airs programs and content made by students and staff, or that has educational content.
CATV991 is a non-commercial channel that allows residents and non-profit organizations to feature programming.
GATV 5 & 6 feature government programming produced by our local municipalities.
