The Joseph H. Neal Health Collaborative envisions a just world of healthy communities, empowered people, and prosperity for all. Our journey to achieving health equity in the Palmetto State begins with initiatives to End the HIV Epidemic in the Midlands area. We currently provide HIV and STI testing and case management by appointment only.

Our organization's namesake, the Reverend Joseph H. Neal, served as the Representative for South Carolina’s 70th District from 1993 until his death in February 2017. His passion for improving the lives of his fellow South Carolinians was born through his community efforts and his legislative service. In the House of Representatives, he served as First Vice Chairman of the Medical, Military and Municipal Affairs Committee, which is responsible for legislation affecting social services, corrections, and mental health. His commitment to helping people living with HIV and AIDS was a hallmark of his progressive political work.
