Would you recommend MELISSA'S SECOND CHANCES?

This place basically held my dog for ransom!! $100 to get my dog back. Animal control went above and beyond to get my baby back home but ran into several obstacles. On the other hand, Melissa's just wanted their money to "take care" of him which it didn't cost that much, if anything. Melissa's said the fee was through the city, yet the city said it was Melissa's fees. I'm believing the city over this place. Shouldn't a shelter care about reuniting animals with their owners? And the best part of all of this? Hannah proceeds to tell me the people that work there have been exposed to covid! She didn't tell me that until I'd been sitting there for 15 minutes! So guess who's getting sued if I get sick?
