Adults over the age of 18 who wish to tutor other adults in basic literacy (reading and writing) or work with those for whom English is a second language. No experience necessary. All new volunteers are required to attend a Volunteer Information Session in-person or virtually via Zoom (approx. 60 minutes) and six hours of virtual tutor training. Tutoring sessions are currently held virtually. Once COVID-19 restrictions are lifted, face-to-face sessions will resume within Frederick County.

Mission Statement

Mission: The Literacy Council provides Frederick County adults with pathways to essential literacy skills. Vision: Literacy lifts lives. We believe in: Sustaining our organization through responsible financial stewardship, sound management, and community engagement. Teaching a parent in order to educate a family. Educating our students in a learner-centered format with compassion, confidentiality, and respect. Producing a safer, healthier, economically stronger, and more vibrant community through adult literacy. Sustaining, empowering, and energizing a passionate, strong, dedicated volunteer base.


We have been serving Frederick County for over 60 years, providing one-to-one or small group tutoring to adult learners in Frederick County. We serve native English speakers who have low reading and writing levels and English language learning adults. We also provide community classes, parent literacy classes, and workplace classes.
