Kids Matter CASA

Consider becoming a Court Appointed Special Advocate volunteer!! Every year more than half a million abused and neglected children are in need of safe, permanent, nurturing homes. That's where CASA steps in. CASA (Court Appointed Special Advocates) was created in 1977 to make sure the abuse and neglect these children originally suffered at home doesn't continue as abuse and neglect at the hands of the system. As trained advocates, CASA volunteers are appointed by judges to be a voice for these children in court. The result is that a child is placed into a safe, loving home where s/he can thrive. It is the CASA vision to provide a volunteer for each and every abused and neglected child who needs one.


Our next 30 hour training begins on Wednesday, July 8; all sessions are required.

As we all know, there are so many considerations in assessing whether in-person visits are right at this time. It depends on the volunteer's health, whether their youth or their caregiver is in a high-risk group and other factors. Our guiding principles are to be mindful and have open communication.

The following protocols have been developed in consultation with DCF Child Welfare and CDC guidelines. In-Person, Physically Distant Visit Requirements:
  • The volunteer must wear a mask. Child(ren) older than 5 years are strongly encouraged to wear a mask.
  • The visit should take place outside (caregiver’s yard, park, walk around the neighborhood, etc).
  • The visit should be one hour or shorter. If an outdoor visit is not possible and the visit is indoors, shorter is better.
  • The volunteer and the child(ren) should remain six feet apart and avoid hugs, holding hands, or other close contact.
  • Avoid games or activities involving shared equipment between the child and volunteer. Kicking a soccer ball back and forth is okay, as is going frisbee golfing and using separate frisbees, flying kites, and drawing on the sidewalk using separate chalk.
  • Wash hands with soap and water or sanitizer before and after visits.
  • Complete the Screening Tool for Prior Approval for Visits and the Volunteer Self-Assessment Before Visits.

    If volunteers are not comfortable with in-person visits, virtual visits are still okay!

Mission Statement

The mission of the Kids Matter CASA program is to be a voice for abused, neglected, and exploited children who are under legal protection of the Milwaukee County Circuit Court, Children's Division. We advocate for the rights of these children to grow up in safe, nurturing, and permanent homes. Through trained volunteers, we use a child-centered approach to work with the children and their support environment to monitor, evaluate, report, and make recommendations to the legal and social services systems to improve outcomes for these children.
