A person or an animal organization can write letters to a landlord who may be unaware of the pet laws and their legal obligations regarding enforcing the pet policy and educate about service animals or tenant’s rights regarding emotional support animals and service animals.
Letters to landlords can also be very effective in preventing landlords from pursuing unlawful behaviors. A landlord that withholds making repairs hoping that a tenant will leave without the landlord having "just cause" is unlawful, but common.
When a family loses their home it affects their pets, too.
For 30 years Community Animal Network has been helping "at risk" cats and dogs.
Animals need new homes when people can’t find housing that accept pets, or the pet owner was asked to vacate or give up their pet when they were not aware of the landlord’s right to restrict types, size or known aggressive breeds.
A letter to the landlord can sometimes get the tenant more time to find their pet a new home, or an animal organization writing a letter can educate and inform a landlord or nudge the landlord to do the right thing.
Articles about pet policy laws and enforcement could be written for social media to educate tenants about what to do when faced with common pet policy issues.
There are new laws about security deposits and deducting for damages that could be informational, too.

To provide veterinary medical services for homeless, or "at-risk" shelter dogs and cats; including community outreach programs, spay/ neuter, veterinary medical treatments, procedures and surgeries to facilitate the adoption these animals and to provide the financial resources necessary to support the rescuing of these animals.
Description
Community Animal Network provides veterinary medical services to rescued animals that need to find new homes and was founded in Newport Beach, California, in 1996.
C.A.N. is a community supported with donations that service the needs of shelter animals and abandoned animals that need to find new homes. Our signature community outreach program is our "Pets For Seniors" program that gives mature cats to senior people and provides the veterinary medical for the animals life-time.
Rescue animals are cared for in private homes by the "Good Samaritans" that rescued the abandoned animal, or in foster homes (when available) all lover Orange county.
Community Animal Network shows rescue animals for adoption in the caregiver's homes.
