Purpose:
This position supports the National Headquarters (NHQ) International Services Department (ISD) Operations International Disaster Response (OPS-IDR) unit.
The Cash and Voucher Assistance (CVA) Coordinator will work in collaboration with the National Society, other Movement Partners, delegates, NGO’s, national staff, local authorities and affected communities within the mandate of the Movement in order to plan, coordinate and implement the CVA component of a disaster response in relief and recovery.
In large scale responses the officer is likely to manage a team of deployed CVA Officers focusing on different tasks. In small/medium scale responses the Coordinator may manage a CVA program individually.

Responsibilities:
The CVA Coordinator provides technical expertise and leadership to enable National Societies to deliver CVA assistance. The Coordinator works with National Societies to design, plan and implement a CVA program. On larger responses, the Coordinator may also manage a team of Officers to support the CVA operation.
Activities include but are not limited to:
- Assessments - basic needs, community preferences, market mapping
- Response Analysis - setting objectives and transfer values, payment mechanism selection
- Set-up & Implementation - CEA, targeting, identification, verification, registration, distribution and encashment
- Monitoring & Evaluation - Exit Surveys, PDMs, Logframe, Market Monitoring
- Coordination & Communication - with National Society leadership and CVA focal point, community leaders, government representatives, IFRC surge staff, external humanitarian actors
- Capacity Building & CVA Preparedness
- Management & Leadership - of CVA Officers, volunteers

Time Commitment:
IDR Roster Members must be able to commit to deploy at a minimum eight (8) consecutive weeks out of the calendar year.
In addition to deployment availability, must be available to attend Learning & Development activities, either in person or virtual, especially during initial months of becoming an IDR Roster member.
Engagement opportunities for candidates (ex. training/skills development) will vary by individual.
Qualifications
Required:
- Minimum of five years of experience in community development, international development projects, or disaster response/humanitarian assistance (international or domestic)
- Motivation and strong commitment to the Red Cross Red Crescent’s Fundamental Principles
- University degree in relevant areas such as Disaster Management, Project Management, Sociology, Agriculture, IT/Computer Science, Finance, technical qualification, or equivalent experience
- At least 3 years’ experience in disaster management with CVA component
- At least five years of experience in disaster management or response in humanitarian operations
- Demonstrated experience in different aspects of CVA design and implementation (i.e.: CVA feasibility assessments, market analysis, response design including setting targeting criteria, transfer values and delivery mechanisms, encashment, and monitoring)
- Knowledge of cash preparedness and cash readiness concepts
- Self-sufficient in computers (Windows, spreadsheets, word processing)
- Ability to transfer knowledge, skills, and/or abilities to staff and volunteers
- Current and valid passport

Preferred
- Knowledge of integrated approaches to disaster response
- Knowledge of RCRC Movement CVA tools and guidance
- Understanding of CVA stakeholders in the NS, RCRC Movement, government, private sector
- Understanding and use of various beneficiary registration methods and systems
- Knowledge of feedback and response mechanism, including of appropriate methods of beneficiary communication and channels.
- Experience in developing CVA responses that that are inclusive and gender sensitive
- Demonstrated experience in emergency response with early recovery / recovery transition planning including integrated approaches to disaster management
- Experience of providing on the job coaching and training of national staff and volunteers on CVA
Length of Appointment:
Candidates will remain in placeholder position until an accept/reject decision is made by IDR Roster Management.
IF/Once accepted into the IDR Roster position, the member will be asked to renew commitment every year by submitting Annual Commitment Package.
