Green Cities Inc. is a registered company dedicated to providing quality organic compost that will help reduce the quantity of chemical fertilizer in Liberia. Green City

focuses on waste management by collecting and recycling organic, plastic and electronic waste.

Program Manager

The Position

  • Green Cities is seeking to recruit a highly motivated Program Manager to manager our Program Operations of Green Cities. The successful candidate will be expected to development and delivery of a high quality and uninterrupted delivery of services to ensure that goals of the company are met including customer satisfaction, safety, quality, and team member performance.
  • The Program Manager will provide strategic input and support the work of the Company and will work within objective teams to ensure that gender equality is mainstreamed within those areas. He/She will undertake analytical and advocacy work to deliver specific measures, especially in the area of employees development and empowerment. The Program Manager will provide high quality programme design by ensuring line management with expertise and knowledge. The Program Manager will provide major input in programme formulation and monitoring as well as the development of funding proposals for potential donors.

Your challenge

As Program Manager, you are responsible for the realisation of services and programmatic goals within the company setting determined by internal and external preconditions for Green Cities. As Program Manager, you will be accountable to the General Manager (GM)

Your main tasks and responsibilities

Overall leadership and integral management responsibility of the programmatic component of Green Cities.

Leadership and management

  • Responsible for all Green Cities programmatic activities and services within Green Cities;
  • Participate in country-wide program and knowledge development;
  • Implementing and strategic partnership engagement at program level;
  • Gender and conflict sensitive approach to team management and project activities under her/his responsibility.

Program Management

  • Development of the Program plan, with annual review of needs for changes, based on ongoing context analysis and results of annual program review;
  • Annual planning for the program area, with the corresponding annual program area budget, as an input to Green Cities Strategic and Annual Plan;
  • Planning, implementation, and monitoring of project activities that were approved by donors with the corresponding project budget planning;
  • Project Cycle management, including needs assessments, formulation of concept notes and proposals and budget;
  • Reporting - monthly and quarterly activity and financial reporting, including realization of activities versus budget utilization; providing narrative and financial donor reporting;
  • Implementing and managing changes and interventions to ensure project goals are achieved.
  • Analyzing program risks.
  • Working on strategy with the marketing team.
  • Annual review of progress towards company objectives and outcomes;
  • Initiating and maintaining effective working relations with relevant stakeholders at program area level;

Reporting/data collection & communications

  • Work with appropriate team and implementers to collect anecdotes, testimonies, photos, etc. from the field to generate content for website, newsletters, and other means of distribution
  • Review Green Cities current communications strategies and recommend for improvement
  • Developing an evaluation method to assess program strengths and identify areas for improvement.
  • Monthly progress reporting against activity planning;
  • Specific evaluation reports.
  • Any other reports to be determined by the General Manager

Knowledge Management/capacity building:

  • Developing knowledge management within Green Cities
  • Conduct capacity assessment and staff development plan
  • Conduct basic staff development activities including short trainings in reporting, data collection, interviewing and record management techniques

Security

  • Ensures the design and maintenance of an effective security management system at program level, in compliance with company overall security policy and procedures, and the monitoring of compliance to that system by staff and other relevant persons.

Knowledge & Experience:

  • Bachelor or Master degree or other relevant field;
  • Good spoken and written command of English.

Experience with program management, proposals and reporting.

  • Experience with bilateral and multilateral donors is an advantage
  • Excellent analytical/problem-solving skills and detail orientation
  • Project Management expert
  • Thorough knowledge of planning, monitoring and evaluation (PME) methodologies
