Role Overview

The Bid Specialist will have the skills to prepare and submit winning public sector tenders and bids while owning the end-to-end bid process. The Bid Specialist is typically responsible for managing opportunities from the initial identification of AHO requirements to the contract strategy. After the bid submission, the Bid Specialist remains involved through the presentation and negotiation stages, ensuring all lessons learned are fed back and implemented.

This role targets the following public sector tenders and bids from the following countries:

  1. United Kingdom (UK)
  2. United States of America (USA)
  3. European Union (EU)
  4. Zimbabwe
  5. South Africa

Tenders for health services (such as UK NHS tenders and bids: NHS Trusts, Primary Care Trusts, Ambulance Trusts, Mental Health Trusts, the NHS Commercial Hub, and the NHS Business Authority);

Local Authorities tenders and bids: like UK London Council, London Borough Councils, County Councils, Borough Councils, Combined Authorities, City Councils, Town Councils, and District Councils);

Care tenders and bids: Local authorities such as councils manage UK health and social care tenders such as care homes, care workers, nursing homes, and ambulatory care.

Core Responsibilities

  • Register with tender portals such as Proactis, governmental tender portals, Health Family eCommercial System, local authorities tenders portals, register with CQC, etc
  • Manage the end-to-end bid process.
  • Manage inputs from key stakeholders, typically engaging with sales, marketing, product teams, finance, commercial, legal and project management/delivery.
  • Develop a clear win strategy for each bid and ensure win themes are clear and compelling.
  • Understand and resolve complex technical, strategic and business issues.
  • Prepare and review the commercial aspects of the bid, ensuring all products/services are included in the final price.
  • Risk tracking and management throughout the bid process.
  • Write proposal - both in terms of content and presentation.
  • Manage the bid budget and monitor and report on overall performance against KPIs.
  • Ensure timescales are achieved at each step of the bid process, including all internal governance, while taking the initiative to set realistic deadlines.
  • Ensure on-time submission of compliant and commercially sound bids.
  • Coordinate and plan all presentations required as part of the bid submission.

Education and Skills

A degree with a solid academic background or completed the Bid and Proposal Apprenticeship. APMP Foundation (Practitioner or Professional level desirable). APMP Capture Practitioner is desirable.

Experience

  • Proven ability in delivering winning, multi-million-pound product or service opportunities
  • Ideally has a background in solution selling and experience in bid management from opportunity identification to project delivery, and will provide valuable input into value proposition development, opportunity qualification, win strategy, commercial discussions, and solution delivery.
  • Proven team leadership skills in office-based and virtual work environments.
  • Must be an excellent communicator and comfortable working at the senior level.
  • Will be fully conversant with the competitive marketplace.
  • Sound commercial understanding and profit and loss experience coupled with risk management skills.
  • Ability to manage complex, multi-workstream opportunities.
  • Solid understanding and management of internal governance procedures.
