The Civil Air Patrol Oak Ridge Composite Squadron is seeking a volunteer to serve the Oak Ridge community as our Recruiting Officer. Oak Ridge Composite serves the local community through three main missions; Cadet Programs, Aerospace Education, and Emergency Services. Because Civil Air Patrol is an all-volunteer and non-profit organization we rely heavily on the volunteer spirit of our members. We need an outgoing and proactive volunteer to create a solid recruiting campaign for membership and our Cadet Program.


A successful Recruiting Officer :

  • Formulates plans and establishes policies, procedures, and programs, designed to assist CAP in attracting new members and retaining current members at the unit level.
  • Plan and conduct periodic membership drives and open houses to attract new members and to stimulate interest in current inactive members.
  • Serve as the content provider for unit web site content pertaining to joining Civil Air Patrol and any other new member information, as well as the unit’s point of contact for recruiting matters and new member inquiries.
  • Make presentations to outside groups, both youth and adult, to attract new members.
  • Stage display booths and provide recruiting coverage at local high schools, shopping centers, air shows, and other public events.
  • Follow up with members periodically during their membership year, and especially 60/90 days before renewal.
  • Initiate direct, personal contact with individuals expressing an interest in CAP by telephone, internet inquiry, etc. and follow up to ensure that all interested persons are fully informed on the CAP program and local unit activities.
  • Informally survey members who chose to not renew for reasons and to identify membership issues.
  • Maintain a close watch on membership and participation trends to identify "at-risk" members before they reach the end of their membership year.
  • Advise their respective commander on guidance from higher headquarters and statistics and trends related to recruiting and retention.


Prior experience as a recruiter is welcome, but not required. Civil Air Patrol can offer training for those that want to learn and hone new career skills. Applicants must be 21 years of age or older. Wear of a uniform is occasionally required. Membership application fees apply.

Civil Air P atrol was first founded in December of 1941 as a civilian air force to patrol the US Coasts for German U-boats. After the war, the United States Congress chartered CAP as a non-profit and reorganized it as the official auxiliary of the US Air Force with the following missions:

  • Assisting the DAF (Dept. of the Air Force) in fulfilling its non-combat programs and missions.
  • Providing assistance requested by federal, state or local governmental agencies to perform disaster relief missions and activities, other emergency and non-emergency public purpose missions and activities.
  • Encouraging and aiding United States citizens in contributing to the development of aviation and sustainment of air supremacy; and to encourage and develop by example the voluntary contribution of private citizens to the public welfare.
  • Providing aviation education and training.
  • Encouraging and fostering civil aviation in local communities.
  • Providing an organization of private citizens with adequate facilities to assist in meeting local and national emergencies.

Civil Air Patrol is America’s premier public service organization for carrying out emergency services and disaster relief missions nationwide. As the auxiliary of the U.S. Air Force, CAP’s vigilant citizen volunteers are there to search for and find the lost, provide comfort in times of disaster, and work to keep the homeland safe. Its 56,000 members selflessly devote their time, energy, and expertise toward the well-being of their communities, while also promoting aviation and related fields through aerospace education and helping shape future leaders through CAP’s cadet program.
