Volunteer Public Guardians make a profound difference to benefit the life of highly vulnerable adults. When a person cannot legally make safe choices for themselves and have no others to help them in making decisions, a Volunteer Public Guardian steps in to help.
Volunteer Guardians receive education, training, and ongoing mentoring from the OPG program, learning to:
Develop a rapport and a working relationship with the clients when visiting at least once per month.
- Learn and evaluate the person’s needs, issues, and desires.
- Participate in planning, giving consent for medical treatment and other services.
- Monitor and advocate for the rights and dignity of the client.
- Work with care staff, service providers and medical providers to ensure appropriate care and services.
- Monitor client’s care, staffing and home/facility conditions.
- Promote understanding and trust between client, staff and the Oregon Public Guardian and Conservator.
- Maintain confidentiality as required by law.
- Report cases of suspected abuse to Adult Protective Services as required by Program policy.
- Submit required monthly reports as per OPGC program policy.
- Attend required trainings and meetings.
- Sign a 2-year commitment to serve the Program

Mission Statement
The Oregon Public Guardian and Conservator Program (OPGC) serves as court-appointed, surrogate decision makers for adults that are incapable of making some or most of the decisions necessary for their basic care and safety. The Oregon Public Guardian is the guardian of last resort and only serves when there is no less restrictive option available for addressing a serious safety risk and no appropriate alternative guardian is available. The OPGC program focuses on supporting the clients served to have the most independence and self-direction of their own lives that is safely possible.
Description
The Oregon Public Guardian and Conservator Program (OPGC) serves as court-appointed, surrogate decision makers for adults that are incapable of making some or most of the decisions necessary for their basic care and safety. The Oregon Public Guardian is the guardian of last resort and only serves when there is no less restrictive option available for addressing a serious safety risk and no appropriate alternative guardian is available.
Guardianship is one of the most severe restrictions on an individual's right to self-determination and should never be considered lightly. Under guardianship, a person loses the right to make decisions about their own lives. A guardian has the authority to determine where someone lives, what services they receive, who their doctor is, what medical care and procedures they receive, how their income is spent, who may visit them and many other decisions that most people take for granted. Guardianship should only be considered as an option if all other less restrictive alternatives have been attempted and failed, or evaluated to be non-viable.
OPGC follows nationally recognized guardianship standards. All OPGC professional staff are National Certified Guardians by the Center for Guardianship Certification (CGC). OPGC follows the National Guardianship Association (NGA) model practice standards and ethical principles as well as all Oregon legal requirements for guardians under statute.

- Access to adequate transportation. A 2 year commitment to the program. Not have a conflict of interest with the OPGC program or any clients served by the program.
