VISTA will address creation and/or improvement of culturally sensitive systems for disaster preparedness, response, and recovery; services are provided before a disaster, during disasters ranging from house fires to large disasters like fires and floods, or during disaster recovery. Systems for services should center on the culture/identify of those served. Emphasis will be placed on ensuring that those impacted by disasters have support in recovery to find safe, affordable housing and access to their community support systems. The intersection of pre-disaster poverty makes disaster recovery more challenging, so the enhanced support provided through better community connection provides more equitable support to clients experiencing poverty.
