SHINE (Serving the Health Information Needs of Elders) Counselor

Responsibilities: Essential functions of the position are below. Additional duties may be assigned as required.


  • Satisfactorily complete SHINE certification training directed by the Executive Office of Elder Affairs SHINE staff
  • Provide health insurance counseling services without conflict of interest and in compliance with SHINE confidentiality guidelines
  • Conduct individual health insurance counseling sessions via telephone or face-to-face at either the regional office in Malden or at local offices
  • Assess client needs for information and/or assistance regarding health insurance and benefit options
  • Assist clients with claims processing
  • Assist clients with public benefit program applications in order to secure coverage under health programs for low-income persons, including applications for QMB, SLMB, QI-1, Medicaid, Supplemental Security Income, free hospital care, and free prescription drug programs
  • Use program fact sheets to screen for potential eligibility for SNAP program (food stamps) and other benefits
  • Provide referrals to appropriate agencies
  • Document client contacts using client contact forms or public and media activity forms for group and outreach events
  • Complete and submit monthly reports in a timely manner
  • Participate in continued training by attending monthly meetings, attending supplemental training events, and successfully completing the online annual re-certification procedures required by the SHINE Program
  • Willingness to work at more than one site
  • Other duties as assigned by Program Coordinator


  • A 60-hour, six-week, two-session per week training program is required for certification (training schedule may vary).
  • Certification course includes homework and outside reading and a final take-home, open-book exam
  • Mentoring provided for newly certified counselors, usually two-four sessions
  • Ongoing monthly meetings
  • Supplemental training events, as required by SHINE Program
  • Re-certification, as required by SHINE Program

Mission Statement

Mystic Valley Elder Services (MVES) is a non-profit agency that provides essential home- and community-based care and resources such as assistance with personal care, household chores, meals, and transportation to more than 20,000 older adults, adults with disabilities, and caregivers living in 11 communities north of Boston. The communities include Chelsea, Everett, Malden, Medford, Melrose, North Reading, Reading, Revere, Stoneham, Wakefield and Winthrop.] The MVES Volunteer Program has the dual mission of engaging people in volunteer service to meet critical community needs while providing a high quality experience that will enrich their lives also.


RSVP is one of three national Senior Corp programs under the umbrella of the Corporation for National and Community Service. Middlesex County RSVP is authorized to engage volunteers age 55 and older, applying their skills and life experiences to high impact programs that provide literacy tutoring for struggling students, safe independence for elders and adults living with disabilities, and other critical assistance. Middlesex County RSVP communities include: Arlington, Belmont, Burlington, Cambridge, Everett, Lexington, Malden, Medford, Melrose, North Reading, Reading, Somerville, Stoneham, Wakefield, Waltham, Watertown, Winchester, and Woburn. Sponsor Mystic Valley Elder Services (MVES) also serves the communities of Chelsea, Winthrop, and Revere. MVES is a nonprofit organization that since 1975 has acted as an entry point through which elders, families, caregivers, and health care professionals can access a wide variety of programs, services, and supports. MVES is one of the largest in a network of 26 similar aging services organizations in Massachusetts. MVES promotes safe, independence for elders and adults living with disabilities in eight cities and towns north of Boston.
