Give some technical advise about creating a Members area on our website

We have an old-fashioned CSS, HTML website.
We'd like to have a members-only area where we can list a private collection of material.

At this time, we don't know how that list will be - if it will be a database or a static HTML page.

We'd like to talk to web developers who can give us some advise about what the options and trade-offs are for doing this, in anticipation of hiring someone to do the work.

I don't want to have to deal with salespeople trying to hornswaggle me into going with a platform that may disappear and leave us in a lurch, as our Dreamweaver and Go Live developers did.

At this point, I'm just looking for advise and education.

Thank you!
