The Smoky Hill River Festival volunteer needs are broken down into different areas. Shifts are typically two hours. The Smoky Hill River Festival is committed to the health and safety of all at the event related to COVID-19. The COVID-19 Safety Plan was prepared by Salina Arts & Humanities/Smoky Hill River Festival in cooperation with, and with input from the City of Salina, and the Saline County Health Department to minimize public exposure to the virus. The COVID-19 Safety Plan has been prepared and will be implemented in accordance with the CDC’s Guidelines "Consideration for Events and local requirements. The purpose of the Safety Plan is the protection of artists, performers, volunteers, vendors/exhibitors, and attendees from expose to COVID-19.

The Smoky Hill River Festival is a retail arts festival that follows requirements set forth in Governor Kelly’s retail guidelines, the Saline County Health Department’s guidelines, and the Centers for Disease Control and Prevention (CDC). All guidelines has been drawn directly from the CDC, World Health Organization (WHO), Kansas Department of Health and Environment, and local governmental guidelines. Changes will be made upon recommendations and updates by Government bodies as well as CDC, WHO, or Kansas Department of Health and Environment.

As a department of the City of Salina, Salina Arts & Humanities (SA&H) has served a unique role in arts advocacy since 1966. SA&H is noted nationally for the services it provides as a valued component of balanced local governance and for the financial and other support it provides many area arts organizations. Among the longtime programs SA&H directly produces are the Smoky Hill River Festival, Smoky Hill Museum, Arts Infusion Program, Horizons Grants Program, Community Art & Design, the Art a la Carte concert series and Cultural Connections.
