ORGANIZATION: Residential Facility Ombudsman Program

Learn more about the RFO program, the advocacy we provide, and how you can have a direct and meaningful impact in your local community. Currently we are looking for volunteers to serve in Multnomah, Josephine, Klamath, Umatilla, and Union Counties.

The webinar will provide useful information about our program even if you are not interested in volunteering at this time. There are two convenient times each month - one in the evening and one at noon. We look forward to hearing from you!

The Residential Facilities Ombudsman program is focused on improving the lives of persons who experience Intellectual and/or Developmental Disabilities or Mental Health conditions. We are advocates working to protect individual rights and enhance quality of life, specifically from the person's perspective.

We respond to requests for assistance from individual residents as well as anyone concerned with their care.

Common issues include:

  • Access to daily activities
  • Move out notices
  • Choice and individual rights

The RFO program provides independent resident-directed complaint resolution services for those living in licensed or certified residential settings including:

  • Foster Homes
  • Group Homes
  • Residential Treatment Homes and Facilities

Proof of vaccination against COVID-19 will need to be provided if your application is accepted to volunteer. During COVID, we need your volunteerism more than ever!

Mission Statement

The Residential Facilities Ombudsman Program works to protect individual rights and enhance quality of life specifically advocating from the resident’s perspective. We provide resident-directed complaint investigation and resolution to the 10,000 individuals living in 2,600 licensed or certified homes for Intellectual and/or Developmental Disabilities as well as homes for Mental Health conditions across the state.

Description

Individuals served often experience communication and accessibility barriers that require face-to-face visits to introduce program services and to assist in resolving concerns. The program’s purpose is to serve the individual resident. RFO endeavors to never become the voice of the individual, but rather works to amplify the individual’s voice.

Volunteers are powerful allies in achieving quality of life in homes and facilities. The RFO program welcomes interested individuals age 18 and over in a wide variety of capacities. Self-advocates and peers have been instrumental to the creation and ongoing development of the RFO program. Their guidance and continued active participation in all areas of the program are actively sought.

Creating, producing and providing program materials in accessible formats that meet ADA guidelines is one way that RFO honors the populations we serve and protects the integrity of the program.

RFO Certified Ombudsman

Certified Ombudsman volunteers (COs) work to identify, investigate and resolve complaints with and on behalf of individuals. They receive complaints from individuals during regular in-home visits as well as referred by the Deputy Ombudsman. The CO works closely with the supervising RFO Deputy.

REQUIREMENTS

  • Background Check
  • Must be at least 18
  • Orientation or Training
  • Just a 45 minute commitment to hear about our program and what we do. If you find the work interesting, we ask for a one-year commitment of 4 or more hours per month.
  • All interested applicants will be fully screened including interview, reference checks, and Criminal Record Check. Proof of vaccination against COVID-19 will need to be provided if your application is accepted to volunteer.
