Currently seeking bilingual (Spanish/English) volunteers in the South Bay area for training in March 2021.

The Health Insurance Counseling and Advocacy Program (HICAP) is looking for intelligent, communicative and motivated volunteers willing to train to become Registered Medicare Counselors.

During confidential one-on-one counseling sessions, HICAP Counselors empower clients to make informed decisions about their health care by educating Medicare beneficiaries and their families about Medicare benefits, choices, rights, and protections. We also advocate on behalf of beneficiaries, helping to resolve entitlement errors, service denials, billing issues, and screening beneficiaries for eligibility into various assistance programs.

To become a Counselor, we ask that you make a one year minimum commitment to HICAP. Upon completion of a rigorous 4-week training program, totalling 25 hours of training time, volunteers are certified by the State of California to be Medicare Counselors; to maintain certification requires 40 counseling hours and 12 continuing education hours annually. We ask Counselors to see clients by appointment two days per month in addition to attending a monthly In-Service meeting. All volunteer opportunities will take place during regular business hours.

*Please note: During the COVID-19 emergency, training and internships are conducted remotely, and volunteer work takes place remotely by phone. Interested volunteers should have familiarity with video conferencing, a computer with microphone and video camera, and comfort navigating pdf files and other documents on your computer.*

Description

Elderly and disabled residents of San Diego and Imperial counties have a valuable resource when it comes to making decisions about Medicare.

Elder Law & Advocacy’s HICAP (Health Insurance Counseling and Advocacy Program) program is staffed by trained counselors who can give Medicare beneficiaries the information they need to make informed decisions about their healthcare choices. All HICAP counselors are registered with the California Department of Aging and provide unbiased, impartial information and counseling. We do not sell, endorse, promote or recommend commercial products or services.

Our staff attorney provides representation and counsel and advice, including appeals. In addition to Medicare, we also provide counseling on:

* Long Term Care Insurance Plans
* Programs to help to pay for premiums, drugs and medical costs
* Choices for Medi-Cal and Medicare dual beneficiaries
* Medicare for those that work beyond age 65
* Retiree medical plan coordination with Medicare
* Appeals and Grievances
* Medicare Fraud Referrals
