The Citizens On Patrol program is made up of volunteers trained to patrol their communities, acting as the "Eyes and Ears" for the police department. Citizens On Patrol volunteers conduct regularly scheduled patrols within their communities to look out for suspicious activities.
By patrolling their community, on a regular basis, usually in 4 hour shifts, Citizens On Patrol volunteers become more familiar with their community and are better able to recognize "suspicious" activity and notify the authorities.
Your Safety
Volunteers who patrol the neighborhood are expected to look for anything out of the ordinary and to call the Baltimore City Police (B.C.P.D.) if they believe that a crime might be, or is being, committed. if you are in doubt about someone’s intentions, please call the Police right away and let their experienced offers sort out the situation. Under no circumstances are N.E.C.O.P. volunteers to place themselves or their fellow neighbors in harms’ way.
Police are only able to patrol between their calls from residents, so observant neighbors who report suspicious activity including unfamiliar people, vehicles, and possible drug activity help both the Baltimore City police department focus their resources where they can be the most effective.
Interested citizens must complete an application.

HARBEL provides three pillars of service.

Prevention and Rehabilitation
Services include:
- Free community-based substance abuse prevention groups in Northeast Baltimore City for upper elementary and middle school students
- Community education through displays and presentations
- Enhanced GED program for adult substance abuse clients
- School-based individual and group substance abuse and prevention counseling
- On site individual, family and group substance abuse and prevention counseling
- Specialized treatment services for DUI/DWI offenders and those with juvenile or criminal justice involvement
- Parenting group
- 1st time home buyers counseling
- Settlement Assistance
- Financial literacy and credit counseling
