The Flagship program of Free Open University is the Edocio Education System. It is the simplest and easiest to use learning management system. It is designed to be a single php file and require no database. It requires no other software other than php. The development has not met those goals but you may be able to accomplish this. You will need to become a php expert and learn low security exposure coding. I will help as much as I can. Please do not volunteer if you are not committed to the cause.
