Fixing Search feature on a "Ruby on Rails + Postgres" based website

Search results from the in-built search feature are not reflecting all the available entries. Whereas Google Custom Search Engine gives much better results.
We are looking for help from someone who worked on "Ruby on Rails with Postgres" based websites on either of approaches to solve the problem:
A. Fix the the search feature that is currently built into the site (built by a developer volunteer who is not available now to work on this)
B. Integrate Google CSE with the website so that users don't need to open another browser session to do search. Users should be able to search from the home page itself
