Health Insurance Counseling and Advocacy Program (HICAP) is looking for qualified candidates in Orange County California to become volunteer HICAP Counselors. All counselors are trained & state-registered to provide FREE, unbiased Medicare related information and assistance.
Looking for a volunteer position that’ll allow you to make a difference in your community? Are you a lifelong learner? This is the opportunity for you! HICAP Counselors help people understand their Medicare benefits and assist them in identifying coverage options that best meet their needs. Counselors do not sell or endorse insurance products.

Since 1973, the Council on Aging - Southern California has been a trusted source of unbiased information, programs and services for adults and their families. Programs:
- Health Insurance Counseling and Advocacy Program (HICAP) - Provides FREE unbiased individualized counseling as well as educational events to help Medicare recipients maximize benefits, understand health plan choices and resolve denial of benefits.
- Long-Term Care Ombudsman Program - Advocates for the rights and dignity of Orange County’s older and disabled adults living in skilled nursing & residential care facilities.
- ReConnect Program - Reintegrates isolated and older adults into the community, incorporating healthy and meaningful activities into their regular lifestyles.
- SmileMakers Guild - Mobilizes community support and provides holiday gifts to residents of skilled nursing and residential care facilities.

- Orientation or Training
- Volunteer commitment requested: 2 years. Most counselors work 4-8 hrs/wk. Minimum: 8 hrs/mo. (Scheduled in 4 hr shifts.) Hours: Mon-Fri 8am to 4pm. Continuing education provided monthly. To stay updated on Medicare, 12 hrs are required annually.
- Once volunteers complete the in-house training program, they assist clients via our call center. Later, counselors may also work face-to-face with clients in our Irvine office or at locations throughout O.C.
