ORGANIZATION: Minneapolis Civil Rights Commission

The Civil Rights Commission was created to carry forward policies of the city to promote civil rights. The ordinance states this shall be done by seeking to prevent and eliminate discrimination; hold public meetings and forums; conduct programs of research and study; and advise the City’s elected officials and departments of matters relating to the commission.

Deadline: To receive applications will be Friday, October 18, 2019.

The Civil Rights Commission currently has nine (9) vacancies to fill, of which one (1) may be an active-licensed attorney member.

Requirements for Applicants:
  • Applicants must be residents in the City of Minneapolis, unless waived by the city council.
  • Applicants must favor the principles of equity, equal opportunity, and non-discrimination.
  • Applicants may not be currently employed with the City of Minneapolis.
  • Applicants should have the ability to read, apply logic, and evaluate complex information and compare it to existing rules, laws, or procedures.
  • Applicants should have excellent writing skills.
  • Applicants should be willing to engage in community outreach events with the public.
  • Applicants should have a strong commitment to community service.
  • Applicants should be willing to contribute 5-10 hours per month on commission-related duties and meetings;
Requirements for Attorney Applicants:
  • Applicants must be active attorneys and licensed within the State of Minnesota or any other United States territory.
  • Applicants should be well versed in civil rights law.
  • Applicants should be willing to contribute 12-14 hours per month on commission-related duties and meetings.

Please indicate in your application whether you are applying as an attorney or non-attorney member of the Commission. You may apply on your own behalf, nominate others for consideration, or inform the City Clerk's Office of someone to whom you'd like application materials to be sent.

Selection Process

When appointment cycle is open, applications are received by the City Clerk’s Office. A Selection Committee comprised of representatives from the offices of the Mayor, City Council, Civil Rights Commission, and Civil Rights Department will review applications and interview applicants if necessary. Selected applicants will be forwarded to the full City Council and Mayor for approval.

Mission Statement

The Minneapolis Commission on Civil Rights (MCCR) implements the City's Civil Rights policies through public information and education as stated in the Minneapolis Code of Ordinances. The primary objective of the Commission is to promote and protect the civil rights of the people of Minneapolis.

Description

Established in 1975, the Civil Rights Commission implements the City's Civil Rights policies through public information, education, mediation, conciliation and enforcement as stated in the Minneapolis Code of Ordinances. The primary objective of the Commission is to promote and protect the civil rights of the citizens of Minneapolis.

The Commission's purpose:

  • To provide leadership in the areas of civil rights
  • To encourage and educate the public in the promotion of civil rights
  • To ensure that each Commissioner is kept up to date on the latest developments in the law and on community issues
  • To identify issues of principle concern to members of the community in the area of civil rights and set priorities and objectives
  • To develop a productive rapport with members of the City Council and Mayor's office
  • To advise the Mayor, City Council, and City agencies and departments with respect to Civil Right matters
  • To conduct research and studies to best carry out the objectives of the Civil Rights Ordinance
  • To enforce the Civil Rights Ordinance through education, conciliation, mediation and adjudication

There are 21 members on the Commission, appointed by the Mayor and the City Council. The appointment is for a three year term. Mayoral appointments are subject to approval by the City Council and Council appointments are subject to Mayoral consent.
