ORGANIZATION: CIVIL AIR PATROL / Clearwater Composite Squadron, SER-FL-447

The Civil Air Patrol seeks volunteers with an interest in assisting our units with Recruitment & Retention.

Civil Air Patrol, the official auxiliary of the U.S. Air Force, is a nonprofit organization with 58,000 members nationwide. In its Air Force Auxiliary role, CAP performs about 85 percent of continental U.S. inland search and rescue missions. Its unpaid professionals also perform homeland security, disaster relief, and drug interdiction missions at the request of federal, state, and local agencies. The members play a leading role in aerospace education and serve as mentors to more than 24,000 young people currently participating in CAP's Cadet Program. Visit www.capvolunteernow.com for more information.

The Civil Air Patrol- Group 3 has fourteen units in the Tampa Bay area. Our units are dedicated to assisting our local community through a myriad of emergency services and operational missions. We also focus on teaching a new generation about aerospace and its impact on our future. A variety of other positions are available as well.

The recruiting and retention officer leads the squadron’s effort to recruit new members and retain existing members, working closely with the Professional Development Officer and Department Heads to ensure that new recruits are educated and assisted in a timely fashion within our volunteer organization.

Moreover, the RRO monitors member's participation, ensures that absent members are contacted and invited to become more active in CAP, and reminds members to renew their memberships and/or learn why they are choosing to leave CAP. RROs should familiarize themselves with the following publications with can be found in any search engine:

  • CAPR 39-2, CAP Membership

Publicity & Outreach. The recruiting and retention officer coordinates the unit’s publicity and outreach efforts with the Public Affairs Officer. This typically includes publicizing and organizing open houses, conducting social media campaigns, providing fliers for cadets to post in their schools and community centers, and organizing and staffing recruiting booth activities at major community events such as airshows and fairs. The RRO should also make contact with area military recruiting offices to ensure personnel there know that they can refer their prospects to the local CAP squadron.

Orientation & Great Start. The RRO should help the squadron implement the Cadet Great Start program. While RROs should not be made responsible for implement the actual Cadet Great Start program content, they are excellent resources for conducting the squadron open house that kicks-off the program, and conducting the parents’ orientation. Further, RROs should ensure that every prospective cadet is matched with a wingman or mentor who can help them get started as a cadet.

Attendance & Follow-Up Contact. RROs actively monitor cadet participation in weekly meetings and local
activities. They take attendance (or work with a cadet who is assigned this task) and ensure that cadets who
have been absent without notice are contacted by someone in the unit as a check-up opportunity. Renewals & Separations. RROs actively monitor membership rosters, making note of when individuals’ renewals come due. Mission Statement

Volunteers serving America's communities, saving lives, and shaping futures.

Description

In January 1942, German submarines began attacking merchant vessels along the East Coast. With the military unable to respond in force, CAP established coastal patrol flights to deter, report and prevent enemy operations. CAP’s wartime record ensured its postwar future. On July 1, 1946, President Harry S. Truman signed Public Law 79-476, incorporating the organization. Following the creation of the U.S. Air Force as a separate branch of the armed services, Truman signed Public Law 80-557, establishing CAP as the Air Force’s civilian auxiliary on May 26, 1948.

The terrorist attacks of Sept. 11, 2001, ushered CAP into a new era of homeland defense. The following day, a CAP Cessna 172, the only nonmilitary aircraft allowed in the nation’s airspace, provided emergency management officials the first high-resolution images of the World Trade Center site. Nationwide, CAP volunteers transported blood and medical supplies, provided communication and transportation support and assisted state and federal officials.

On Aug. 28, 2015, Gen. Mark A. Welsh III, Air Force chief of staff, announced CAP officially a member of the U.S. Air Force’s Total Force, joining the regular, guard and reserve forces as American airmen. CAP’s work in response to hurricanes Katrina and Sandy, the Deepwater Horizon oil spill and other emergencies has continued to demonstrate the cost-effectiveness and potential of dedicated volunteers who embody the CAP motto: Semper Vigilans . . . Always Vigilant.
