The City of East St. Louis works to meet the changing health, welfare, and safety needs of residents through the administration of programs and services. We are seeking a passionate individual dedicated to improving the overall quality of life for residents to serve as a full time Grant Resource Coordinator VISTA. This individual will help improve the coordination of grant funding streams for city programs and services. Almost half of the City's residents live in poverty and the median household income is well below the national average. The VISTA will work closely with staff to help lift the community out of poverty by researching and coordinating opportunities that will provide funding investments in the community.
The Grant Resource Coordinator VISTA will contribute to a team that is dedicated to rebuilding the City of Champions. Responsibilities will include identifying funding gaps; researching best practices; increasing awareness of available grant opportunities for city departments; writing, editing, and submitting grant proposals; collecting, organizing, and managing grant data; and communicating funding needs to applicable grantors.
Responsibilities
- Develop procedures to identify and submit grant applications.
- Write, edit, and submit grant proposals on behalf of the City for various departments. This will include working with City officials and community stakeholders to coordinate the submission of grant applications.
- Create a system for tracking and retaining grant data. The VISTA may utilize city ordinances to assist with guidance on understanding rules and regulations on data retention.
- Maintain knowledge of funding opportunities that are applicable to the City’s priorities. The VISTA will be responsible for providing information to internal and external stakeholders on funding opportunity requirements and deadlines.
- Develop and cultivate relationships with grantors of federal, state, and local agencies, as well as private foundations.
- Represent the City at applicable meetings and events related to funding opportunities.
- Other duties as assigned.
Qualifications
- High School Diploma. Bachelor’s degree from an accredited college or university or three years of experience with grant writing and/or grants management preferred. A combination of equivalent education and experience acceptable.
- Demonstrated interest in working with distressed communities to alleviate poverty in an urban environment
- Ability to research, gather, and organize data and information
- Superior written and verbal communication skills
- Strong writing skills
- Excellent computer skills and proficiency in Microsoft Office
- Ability to meet deadlines and prioritize tasks
- Understanding of federal, state, local, and private grant application processes preferred.
This position will be filled by an AmeriCorps VISTA member. To qualify for AmeriCorps*VISTA, you must be a U.S. citizen, U.S. national, or lawful permanent resident, be team oriented, and be willing to take on a wide range of challenges. A background check will be required.

Environment: Work performed primarily in a standard office environment with public contact and interruptions.
Physical: Primary functions require physical ability and mobility to work in an office setting; to stand or sit for prolonged periods of time; to occasionally stoop, bend, kneel, crouch, reach, and twist; to lift, carry, push, and/or pull light to moderate amount of weight; to operate equipment requiring repetitive hand movement and fine coordination including use of a computer keyboard; to travel to other main offices when needed; and to verbally communicate to exchange information.

Hearing: Hear in the normal audio range with or without correction.

The City of East St. Louis has approximately 190 employees (23 are part time) and a fleet of approximately 103 vehicles. The City’s current Operating budget is approximately 45 million dollars. East St. Louis operates under a City Council-Manager form of government. The City Council consists of 4 Council Members and the Mayor. The City Manager is appointed by the City Council and serves as City Administrator, and directs all City operations. The City has nine central departments: Building Maintenance, Emergency Services, Finance, Fire, Personnel, Police, Public Works, Regulatory Affairs, Community Development.
