Senior Health Insurance Benefits Assistance (SHIBA) is a program of the State of Oregon/Department of Consumer and Business Services. SHIBA trains volunteers statewide in Medicare Parts A and B, Medicare Supplements (Medigap), Medicare Advantage, Medicare Part D (Prescription Drug), Medicare Fraud and Abuse, long-term care, and other types of health insurance and health related issues. The purpose of this position is to provide one-on-one confidential and objective health insurance information and assistance to people with Medicare. SHIBA strives to provide Medicare beneficiaries with a competent, committed and consumer-focused network of staff and volunteers who provide accurate, understandable, and objective education and personalized counseling through innovative state and local community programs.
Description
SHIBA is a statewide network of trained volunteers that helps Medicare beneficiaries understand and make informed choices about their health insurance choices and benefits. The addition of a Medicare's Prescription Drug benefit in 2006, coupled with the aging of the Baby Boomers, creates unprecedented demand for SHIBA volunteer counselors and the volunteer coordinators who oversee them. Counselors help Medicare recipients compare and enroll in prescription drug coverage, decide how they want to get their Medicare benefits (fee-for-service or managed care, for example), read bills and file appeals and grievances.
