Description
The Hampton Roads Community Action Program (HRCAP) (formerly Office of Human Affairs) is a non-profit community action agency that has been serving residents in Southeastern Virginia for over 50 years. HRCAP's mission is "to plan, develop, implement and evaluate programs that foster self-sufficiency through educational, social and economic development." The agency provides services in the areas of education, employment, emergency assistance and housing that enable low-income individuals and families to escape the grip of generational poverty and find a path to self-sufficiency and prosperity. HRCAP operates 20 programs in five cities (Chesapeake, Hampton, Newport News, Norfolk, and Portsmouth) including a Veteran homelessness prevention initiative and one of the largest Head Start programs in the state of Virginia.
