Money needed for nonprofit federal paperwork (Springfield)

Need money to pay a lawyer for the federal paperwork for the following projects:

Six disaster battalions, with emphasis on fire-fighting equipment, but other disaster equipment as well;
half for FEMA, half for State Fire Marshall's control, southern Missouri area, and beyond...

A national fraternity of special events motorcycle teams, manned by EMTs and Paramedics;
5 equipped motorcycles and 25 volunteers, rotating every weekend to work for their local community...

Bringing the Rural Medical Assistant program from India, and combining it with America's EMT-Paramedic program; both are 6-month programs; a total training period of one year...

(Dr. Rodney Quinn, Springfield neurologist, his number available online , gave me permission to use his name in soliciting help on this)

Bringing a disaster medical training program from Ohio State University, to train first responders for the major
calamity about to befall America...taught in Ohio by a former Special Forces medic and physicist

Paperwork for the above is almost or partially done except for the motorcycle teams, and can be sent to you or you can see me and read the hard copy I have printed out. The Jay Nixon Governors' Office loved my ideas, but could not assist me financially.

I am also bringing the Veterans Day Parade back to Springfield, MO in November, 2019; Boy Mondy will be paying for the event insurance in 2018 once the paperwork is filled out.

Convert the two helicopter carriers that France refused Russia into disaster support ships and station them off America's coast...

Convert around 3/4ths of the former observation railroad cars, rusting in Washington state, into disaster living quarters for people hit by major disasters (fires and hurricanes) from March to October each year,
and then use them as homeless shelters during the winter months;

Convert about 1/4 of the same observation cars into minor-offence jails for non-violent offenders, for any city lying along a railroad track. Many smaller towns can benefit from this project as well as major cities!
