HICAP (Health Insurance Counseling Advocacy Program) is part of the national network of State Health Insurance Assistance Programs (SHIP) and is the most dependable source of FREE, unbiased, accurate, and up-to-date Medicare-related information for Southern California residents. HICAP is a program of the Council on Aging - Southern California, which has been a trusted nonprofit since 1973.
Medicare is confusing and health care costs can take a financial toll on seniors and disabled people.
HICAP counselors are California state-registered staff and volunteers, offering individualized counseling and group seminars about Medicare and other related health insurance topics; helping beneficiaries understand their benefits while solving health insurance-related problems and saving them money on medical costs.
Counseling may be provided from our Call Center, based in Rancho Cucamonga, or at one of the Senior or Community Centers located in Riverside and San Bernardino Counties. Other opportunities include community outreach, public speaking and administrative assistance. Our volunteer opportunities are Monday through Friday from 9:00 AM - 4:00 PM. Unfortunately, there are no weekend or evening opportunities available at this time.
*Please note that individuals who hold a current license to sell insurance or who receive financial or other remuneration from any health insurer, including managed care plans (HMOs), Part D plans or health care providers are ineligible to volunteer. HICAP is an unbiased agency.
