2016 Consensus Civility Awards breakfast
Former board president Susan Keim congratulates Carol Marinovich, lifetime achievement award winner.

Consensus is seeking board members to serve a maximum of two, three-year board terms. Board members care about giving the public a meaningful voice in public policy.

Consensus encourages civility across political and other boundaries, because incivility is a barrier to finding solutions to challenging issues. We offer annual awards to institutions and individuals who have taken the high road in public life. We also offer a one-day class in how to engage the public in a way that finds common ground for action, and offer a four-day certificate program on public engagement presented by the KU Public Management Center.

Consensus conducts deliberative public events working with groups such as the Kettering Foundation, MacNeil/Lehrer Productions and other national leaders in deliberation. Deliberation allows people to work in small groups to learn about an issue and consider the tradeoffs and consequences of different ways to address it.

In 2013, Consensus reached out to the national team working with the White House to begin a dialogue on mental health. We had worked with the organizers on other projects, and were meeting with local mental health leaders about how to engage the public on the issue. Two weeks later, two mayors had agreed to co-sponsor and we had raised more than the $100,000 required to be included in the launch of Creating Community Solutions. Just four months later, we convened 310 participants and dozens of volunteers for a day-long action planning session. The event was so successful that a lead funder asked us to conduct a similar event the following year.

In addition to those projects, we have consulted with a local mayor’s office on the design and facilitation of three public engagement projects, conducted large-scale public engagement for libraries around the country, and assisted municipalities and nonprofits who need to hear from their constituents or clients.

Consensus was founded in 1984 and, in its early years, conducted citizen task forces on various issues. The most well-known impact of that work is the bi-state tax that funded renovation of Union Station. After a task force recommended use of the bi-state tax, Consensus volunteers spent ten years getting identical enabling legislation passed in Missouri and Kansas.

The Consensus board is a working as well as a policy board. The Consensus business model is that of a nonprofit consulting firm. The executive director is paid for work for clients and on philanthropically funded projects. She volunteers her time when working with the board and on pro bono projects for Consensus and select clients. It is important to have board members who are willing to take ownership of or pitch in on projects such as the annual Civility Awards breakfast and public forums. The tradeoff is that board members are rarely required to do fundraising. Consensus receives almost all of its income as the result of work for clients. There are no full-time staff members and no office space, so the fund development needs are much different than at most nonprofits. Where board members often have a role is connecting us with potential clients, such as governments and nonprofits that need help engaging constituents, and in seeking sponsors for the Civility Awards breakfast.

Mission Statement

The mission of Consensus is to put the "public" in public policy by giving people a meaningful voice in important issues.

Description

Consensus provides the research, process and safe, neutral space where people can find common ground on even high-conflict issues. At a time when public life often seems polarized, we seek solutions that incorporate a variety of points of view.

The Consensus mission is unique among metro KC nonprofits, and allows us to contribute our process expertise to a variety of issues. Consensus works on regional civic projects and for clients in metro Kansas City and around the country. Consensus currently serves as project director for Creating Community Solutions, part of the national dialogue on mental health. We also sponsor The Civility Project, which includes an annual breakfast and awards for individuals and groups that successfully work across boundaries. Consensus also holds public forums on emerging issues, often working in collaboration with KCPT Public Television. In 2014, the organization will work with a local organization on a large-scale public engagement and with a local library to hold deliberative forums on local issues, among other client-funded projects.

Consensus was founded in 1984 out of a desire to bridge the gap between citizens and civic leadership. From our initial focus on citizen-based task forces, Consensus has added new processes such as deliberative forums that allow it to engage many more citizens in finding solutions to tough public issues. We are proud to be a "center for civic life" of the National Issues Forums Institute, and have worked closely with other national groups such as MacNeil/Lehrer Productions, the National Institute for Civil Discourse, AmericaSpeaks, and the Kettering Foundation. Our local partners and clients include municipalities, nonprofits and universities.
